The reported remarks have generated debate among local communities, security analysts, and political observers, many of whom remain skeptical given Al-Shabaab's long history of violence against civilians, government institutions, and public infrastructure.
Separately, a source associated with Al-Kataib, Al-Shabaab's media wing, told Waagacusub Media that the organization has adopted internal decisions that have not yet been publicly announced.
"There are decisions that have already been implemented internally, but they have not been formally disclosed," the source said.
The source did not provide details regarding the nature of those decisions.
Security experts note that Al-Shabaab has faced significant military pressure in recent years from Somali government forces, local community defense groups, and international partners.
At the same time, analysts say the group's ability to maintain influence increasingly depends on its relationship with local populations.
"Any insurgent movement eventually has to consider public perception. Popular rejection can become as damaging as military pressure," said a Mogadishu-based security analyst.
Despite reports of a possible strategic shift, human rights advocates emphasize that Al-Shabaab remains responsible for years of bombings, assassinations, extortion, and attacks that have killed thousands of Somali civilians.
Many communities that suffered from past attacks remain deeply distrustful of any claims suggesting a change in the group's methods or objectives.
Political observers caution that it remains unclear whether the reported statements reflect a genuine policy change, a tactical adjustment, or an effort to improve the group's public image.
Some analysts believe Al-Shabaab may be attempting to reposition itself amid Somalia's evolving political environment, while others argue that only sustained actions—not statements—can demonstrate meaningful change.
Waagacusub Media has also received reports alleging the existence of informal contacts between various actors involved in Somalia's political crisis and individuals associated with Al-Shabaab. However, these claims could not be independently verified, and no public evidence has been presented to support them.
As Somalia faces political uncertainty, security challenges, and humanitarian pressures, any indication of changes within Al-Shabaab is likely to attract significant attention.
Whether the reported statements represent a genuine transformation or a tactical maneuver remains uncertain. What is clear is that the group's future role, if any, will continue to be judged by its actions rather than its words.
