Somalia's President Hassan Sheikh Mohamud is set to visit the town of Baladweyne in the Hiran region as part of ongoing efforts to resolve tensions between local communities and authorities of Hirshabelle state, Caasimada Online news website reported on Wednesday.
This visit is expected to finalize negotiations aimed at dissolving Hiran state, a political entity formed by officials who defected from Hirshabelle due to longstanding grievances over alleged inequitable distribution of power and resources in the region.
The federal government has called on local militias to relinquish control of Baladweyne, transferring security responsibilities to state forces. This move signals a shift towards resolving the tensions that led to the establishment of Hiran state. In recent weeks, Somali intelligence chief Abdullahi Mohamed Ali (Sanbalolshe), who hails from the affected communities, has played a pivotal role in efforts to end the more than year-long dispute. Ali has publicly expressed his shame at being unable to secure his hometown, despite holding national security responsibilities, and has urged local elders to work towards reconciliation.
Federal MP Abdirahman Gurey confirmed that President Mohamud’s visit to Baladweyne is imminent, underscoring that the primary objective is to formally bring an end to the conflict and restore security control to Somali national forces. For over a year, clan militias have maintained control over Baladweyne and its environs, creating a climate of violence and instability marked by a surge in killings, extortion, and rampant lawlessness. The absence of a functional security apparatus has exacerbated the crisis, with both local and federal authorities struggling to regain control.
However, questions remain as to how easily the communities of eastern Hiran, whose political leaders have long voiced dissatisfaction with the power-sharing arrangements within Hirshabelle, will accept the dissolution of Hiran state and reintegration into the broader political framework. These communities have harbored grievances for nearly a decade, with their leaders consistently expressing concerns over perceived inequities in the region’s governance. Resolving these deeply entrenched issues will require delicate negotiations and substantial compromises from all parties involved.
