The Special Representative of the Chairperson of the African Union Commission (SRCC) for Somalia, Ambassador Francisco Caetano Jose Madeira, who is also a good promoter and friend to Somali former President Mohamed Abdullahi Farmajo of Somalia, is behind the expulsion of the Deputy Special Representative of the Chairperson of the African Union Commission (SRCC). A statement issued today by the Ministry of Foreign Affairs and International Cooperation indicated that Mulongo, the Deputy Special Representative of the African Union had been declared persona non grata and ordered to leave Mogadishu within 7 days. . The Somali federal government did not elaborate on the nature of the activities. But its statement dated November 4th, 2021, has been sent to the African Mission Commission in Addis-Ababa and copied to the Embassy of the Federal Republic of Somalia in Addis Ababa, and the Office of African Union Mission in Somalia within Mogadishu.
This follows what happened on 3rd November 2020 when Somalia appeared to dig a new rift with Kenya after it summoned its envoy to Kenya "for consultations”, accusing Nairobi of interfering with Mogadishu’s electoral programme.
Madeira asserts that Somalia will have free and fair elections and would not entertain deviating subversive elements brought by non-citizen personalities associated in the local politics.
The boiling point of Intrigue a raised when Ambassador Simon Mulongo pointed out that AMISOM troops were being misused and that they were embroiled in a dispute between Somali Political Parties vying for the Presidency and the Somali Parliament which has strong compressional force from the local people. Mr. Mulongo boycotted the process of electing Deputy Prime Minister Mahdi Guled, and lodged several complaints with the International Community about various vices associated and yet against the AMISOM working modalities.
During the Farmajo-Roble conflict, Amb Mulongo refused to side with Farmajo as was seen with Ambassador Madeira who exhibited overwhelming support for the President.
It’s here, also noted that  Farmajo failed on several attempts to pay Two Million Dollars bribe to African Union Deputy Special Representative Amb Simon Mulongo. 
On such backgrounds, Ambassador Madeira advised Farmajo to expel Amb Mulongo, from Somalia back to his Home country Uganda.
While many diplomats are puzzled as to why Prime Minister Roble has accepted the expulsion of a Diplomat defending his policy of justice in Somalia, Farmajo's move is seen as an insult to the Ugandan government given the good serving relationship the two states have exhibited in the long run. "Somalia condemns overt and blatant interferences in the internal and political affairs which has the potential to be a hindrance to the stability, security and development of the entire country,” 
Simon Mulongo criticizes Farmajo’s government for bulldozing programs asking that both opposition and AMISOM should not be manipulated instead should be heeded to develop consensus. If the Union of Candidates, and Prime Minister Roble, do not take immediate action against Farmajo's decision to expel the Deputy Special Representative of the Chairperson of the African Union, then, Farmajo's decision will lead to the country and the government of Somalia, having the Bilateral ties with Ugandan government being cut. Besides, Farmajo will ridge the election and would continue to abuse the equal distribution of power and shares within the Country. This is a significant factor to plunge Somalia into civil war or continuous Terrorism being spread in every state including in the capital of Mogadishu.
