"The Turkish government has recognized the passport of Somaliland and we will launch the issuance of visas to Turkey,"  The Turkish Consul in Hargeisa told the local media. 

It's not clear yet what compelled the Turkish government to violate Somalia's national sovereignty and its unity, however, many Somali people will likely turn against the Turkish government. 

It is the grass stupidity of  the Islamist party of Damul Jadeed that allowed Turkish government to violate Somalia's constitution yet expel NILE which had been doing developmental projects in Mogadishu only to please Erdoğan.
