
According to Dr. Torun, President Hassan Sheikh Mohamud argues that constitutional amendments extended the mandates of federal institutions to five years, while opposition groups and several political stakeholders strongly reject that interpretation.
"The country has unfortunately entered uncharted territory and there is urgent need for dialogue, restraint, and compromise in order to avoid instability or confrontation,” Dr. Torun stated.
The former ambassador introduced a 10-point political roadmap designed to prevent further constitutional confrontation and political instability in Somalia.
Appointment of an independent Prime Minister agreed upon by both the Federal Government and opposition stakeholders
Formation of an inclusive transitional government
Establishment of an independent electoral committee
Preparation for nationwide "one person, one vote” elections
Creation of a mutually agreed electoral timetable
Completion of Somalia’s constitution through broad national consultation
Avoidance of unilateral political actions and inflammatory rhetoric
Dr. Torun also urged Somalia’s international partners to prioritize constitutional order, peaceful dialogue, compromise, and a Somali-led political settlement.
"Somalia has made important progress over the past two decades despite enormous challenges. This progress must be protected through wisdom, compromise, and inclusive politics,” he said.
Dr. Torun’s remarks have attracted significant political attention because they come during one of Somalia’s most sensitive constitutional periods in recent years, as tensions continue rising between the Federal Government, opposition groups, and regional political actors following the expiration of the President’s mandate.
