Members of the National Salvation Caucus in the House of the People who tabled the impeachment motion against the President of the Federal Republic of Somalia hereby declare that they have withdrawn the motion for the sake of the people and country's interest after considering the status quo and the President's continued lack of regard for the supremacy of the law. The decision follows a relentless effort by the Speaker who tirelessly sought to resolve the impeachment amicably through discussions with the sponsors.

Considering the speaker’s responsible leadership and genuine desire to resolve the issues underpinning the impeachment, the parliamentarians who moved the motion accepted the mediation of the speaker for the sake of dialogue and political stability to prevail. After a long discussion, the parties reached an understanding requiring the MPs to withdraw the impeachment and tasking the President and Prime Minister with the following demands:

1. Stop all interferences with the federal parliament so as to avoid impeding effective and transparent legislative oversight over the executive branch of the state;

2. Respect the constitutional rights for the public to express their opinion freely and peacefully and refrain from the harassment of the media and politicians who differ with the government policies and views;

3. Establish an independent judiciary, particularly a constitutional court, that earns trust of the people and able to resolve legal and political disputes in the country. In the meantime, the absence of the constitutional court should not be used as a political tool to prevent the supremacy of the law;

4. Afford the civil servants and security forces the independence they require to undertake their national duties and avoid using them for narrow political interests benefiting those in power;

5. Present international/regional agreements/understandings that the President and the Prime Minister enter into with other countries in parliament so as to subject them to parliamentary procedures, debate and scrutiny

6. Implement the parliamentary resolution on Abdikarim Qalbi Dhagax and give a presidential apology about the illegal extradition of a citizen who endured a long, dignified and revered

struggle for the defence of his country. At the same time, the government must withdraw its unprovoked designation of ONLF as a terrorist organisation:

7. Hold federal parliamentary and presidential elections scheduled for December 2020 on time and avoid any delays beyond the pinned date;

8. Refrain from interfering with regional states, respect their constitutional right for autonomy and allow them to organise and hold their elections without federal meddling: it is particularly important that work should be undertaken on the resolution of the scars left behind by the recent conflict in the South West Region so as to prevent the exploitation of the situation by terrorist groups;

9. Place a particular importance to the sovereignty and unity of the Somali people, by restarting the stalled talks with Somaliland, and avoiding political and diplomatic pressure that can result in widening the existing gap.

Hoping that the above-mentioned points are implemented in time, we wish to make it clear that the absence of a progress in these points will result in appropriate legal and political actions
