    Somali Cabinet Approves Landmark Bill Banning Female Genital Mutilation and Major International Agreements

    Mogadishu – The Cabinet of the Federal Government of Somalia has today approved a landmark bill banning female genital mutilation (FGM), marking a historic step toward protecting the rights and dignity of women and girls across the country.

Mogadishu – The Cabinet of the Federal Government of Somalia has today approved a landmark bill banning female genital mutilation (FGM), marking a historic step toward protecting the rights and dignity of women and girls across the country. The newly approved legislation criminalizes all forms of FGM and introduces severe penalties for anyone who conducts, orders, assists, or promotes the practice. Government officials emphasized that the bill forms part of a broader national effort to eliminate gender-based violence and uphold women's rights in Somalia.

During the same session, the Council of Ministers approved four additional decisions of strategic national importance covering diplomacy, science, women’s security, and economic development:

Somalia–Rwanda Cooperation Agreement


The Cabinet endorsed a memorandum of understanding between Somalia and Rwanda aimed at strengthening bilateral cooperation across political, security, economic, and development sectors.


Convention on Mobile Satellite Space Technology


Somalia formally adopted the international convention on mobile satellite space systems, enabling the country to benefit from satellite communication services, research, and scientific development in the global space sector.


National Strategy on Women, Peace, and Security


The Cabinet approved a national policy framework designed to enhance women’s participation in peacebuilding, conflict prevention, national security decision-making, and community leadership.

National Port Strategy


A long-term strategic plan to modernize and expand Somalia’s seaports was also approved, with the aim of improving maritime logistics, boosting international trade, and strengthening the national economy.

Political analysts say today’s decisions signal a new chapter in Somalia’s governance — one focused on:
protecting human rights,
strengthening international partnerships,
advancing science and space technology,
and developing maritime economic infrastructure.
