Somali PM says government to use "stick and carrot" to defeat insurgents

MOGADISHU (Sunatimes)- Somalia�s prime minister Omar Abdirashid Sharmarke says that could not be the only solution for the current appalling situations in country, as his government controls few blocks in the war-scarred capital.
