Open letter to Ismail Omar Guelleh
President of the Republic of Djibouti

11 May 2003, the President of the Republic of Djibouti, Ismail Omar
Guelleh, promulgate the following decree: By decree 2003-0073/PR/MCCPT
Wearing appointments of members of the Board of Directors of the public
company "La Poste SA of Djibouti. "
List administered 9 board, the union of the post for once in its history had a representative in the right board. Hassan Cher Hared that designated in the decree.
The current CEO of the Computer Djibouti, Bobaker Farah Moussa, was suspended from duty and barred from the post of Djibouti in May 2005 as me and other union officials and employees by Hassan Hiliyeh Guirreh, former general manager of the station.
After lengthy discussions with the ministry, the postal union of Djibouti which I was the Secretary-General has received the reintegration of 3 people:
Bobaker Farah Moussa (chief operating service);
Birir (eg human resource manager);
Hassan Cher Hared (Secretary General of the Union of Postal Workers Djibouti and responsible service transit)
In July 2006, Bobaker Farah Moussa was appointed Acting Director General of the Djibouti station without forgetting the important contribution to the union appointment of the latter. In September 2006, he dismisses Hassan Cher Hared training in Turin, Italy, while I was on vacation for two months (dismissal Link: http://www.ardhd.org/affinfo.asp?articleID=5310
). 03 October 2006, a delegation from the UDT visits him and replied that their Bobaker Hassan Cher dismissed by order of the senior judiciary in the country.
In all this, the most surprising is the response of the Government of Djibouti in November 2010 about the case No. 2450 on Freedom of Association. The communication in question claims that the dismissal of Hassan Cher is executed decision of the Board of Directors of the Djibouti station. First in the history of Djibouti advice has never fired an employee under a trade unionist. On the other hand, familiar with the rules of the Board of the post I have never seen a prerogative authorizing the board of such a decision.
Second, knowing the personality of the Chairman in 2006, Charmakeh Idriss Ali, I can not accept that he has behind such a decision except in one case where he receives orders from the uncles, the President of the Republic of Djibouti - Guelleh and the director of the SDS - Hassan Said.
However, the response of the Government of Djibouti corroborates the statements Bobaker Farah Moussa and justifies you, Mr. Chairman, the officer of the constant repression that swept free and independent trade union since 1995.

Le 11 Mai 2003, le président de la république de Djibouti, Ismaël Omar Guelleh, promulgue le décret suivant: Par décret n°2003-0073/PR/MCCPT Portant nominations des membres du Conseil d’Administration de l’entreprise publique «La Poste de Djibouti S.A».
Sur la liste de 9 administrés du conseil, le syndicat de la poste a pour une fois dans son histoire eu droit un représentant dans le conseil d’administration. Hassan Cher Hared qui désigné dans le décret susmentionné.
L’actuel directeur général de la Poste de Djibouti, Bobaker Farah Moussa, fut suspendu de ses fonctions et interdit d’accès à la Poste de Djibouti au mois de Mai 2005 comme moi et d’autres syndicalistes ainsi que employés et fonctionnaires par Hiliyeh Hassan Guirreh, ex directeur général de la Poste.
Apres des longues discussions avec le ministère de tutelle, le syndicat des postiers de Djibouti dont j’occupais le poste de secrétaire général a reçu la réintégration de 3 personnes:
Bobaker Farah Moussa (chef service exploitation);
Birir (ex chef ressource humain);
Hassan Cher Hared (secrétaire général du syndicat des postiers de Djibouti et responsable service transit)
En juillet 2006, Bobaker Farah Moussa est nommé directeur général par intérim de la poste de Djibouti sans oublier la contribution important du syndicat à la nomination de ce dernier. En septembre 2006, il licencie Hassan Cher Hared en formation à Turin, en Italie, alors que j’étais en congé de deux mois (Lien licenciement: http://www.ardhd.org/affinfo.asp?articleID=5310
). Le 03 octobre 2006, une délégation de l’UDT lui rend visite et Bobaker leurs répond qu’il a licencié Hassan Cher sur ordre de la haute magistrature du pays.
Dans tout ça, la plus surprenante reste la réponse du gouvernement djiboutien de novembre 2010 au sujet du cas n° 2450 de la liberté syndicale. La communication en question prétend que le licenciement d’Hassan Cher est exécuté sur décision du conseil d’administration de la poste de Djibouti. Premièrement dans l’histoire Djiboutien un conseil n’a jamais licencié un employé et moins un syndicaliste. D’autre part, connaissant bien les règles du conseil de la poste je n’ai jamais vu une prérogative autorisant le conseil une telle décision.
Deuxièmement, connaissant la personnalité du président du conseil en 2006, Charmakeh Idriss Ali, je ne peux accepter qu’il ait derrière une telle décision sauf dans le seul cas où il reçoit des ordres de ces oncles, le président de la République de Djibouti — Ismaël Omar Guelleh et le directeur de la SDS — Hassan Saïd.
Cependant, la réponse du gouvernement djiboutien corrobore les affirmations de Bobaker Farah Moussa et justifie que vous êtes, monsieur le président l’ordonnateur de la répression constante qui s’abat sur les syndicalistes libres et indépendants depuis 1995
