The delegates will be sitting for two days to chat ways forward to adopt the newly drafted regional constitution.
The two day assembly which kicked off today in Garowe, the regional capital of Puntland, brings together 370 delegates representing all regions of Puntland, 100 from government departments and 10 from civil society groups and the diaspora people.
The area regional president Abdirahman Mohamed Farole and members of his cabinet ministers are expected to attend the opening ceremony of the two day constitutional sitting in Garowe.
Representatives from the United Nations and the international community are also expected to oversee the process.
Security has been tightened in the city, with reports of restrictions on movement of both private and public transport in and outside the city.
If adopted, the new constitution will be a step forward for the region as it ends the current clan based political system and instead adopt a multiparty system of politics.

Puntland converges in Garowe to adopt a new constitution.
In its quest for a new constitution, Puntland has brought together over 480 delegates from all walks of life to discuss and adopt a new constitution for the breakaway region.
