Mogadishu (Sunatimes) Somalia’s TFG has made good of its promise
to start implementing the new Roadmap following the recently concluded
consultative meeting in Mogadishu by establishing a technical committee on the
implementation of the roadmap.
In a press release sent to the media today, the TFG has
established a technical committee comprising of sixteen members from all
parties involved in Somalia politics and representatives of regional
organizations including IGAD, AMISOM, EAC, League of Arab States, EU and
Organisation of the Islamic Conference.
The committee has a co-chairpersons of three including TFG’s
Minister for Planning and International Cooperation, Deputy Special
Representative of the Secretary-General and the deputy Special Representative
of the Chairperson of the African Union Commission.
As earlier promised by the Somali Prime Minister, Dr. Abdiweli
Mohamed Ali, that the implementation process of the roadmap will be inclusive
to all TFIs, regional administrations, Ahlu Sunna and all segments of the
society, the committee will have four TFG Ministers including Finance, Defence,
Internal Security and Interior, Constitution and Reconciliation and three
senior Security, Constitution, and Reconciliation representatives from
Puntland, Galmudug, Ahlu Sunna Wal Jama’a and Parliamentary Committee
Chairpersons.
The Committee will be responsible for developing a detailed
implementation plan in line with the Roadmap and coordinate and oversee the
implementation of the Roadmap.
The Committee will also be responsible of providing technical
guidance and political facilitation in implementation of the Roadmap while
ensuring that the implementation is consistent with the Kampala Accord and
follow on continuous basis the alignment between benchmarks, timelines, and
compliance requirement in implementation of the Roadmap as well as mobilizing
resources from national and international sources for the implementation of the
Roadmap.
The Committee has been directed to have its base in Mogadishu,
where it will prepare and submit monthly reports for the Somali president,
Prime Minister, Presidents of Puntland and Galmudug, Ahlu Sunna Wal Jama’a, TF
Parliament, Co-Facilitators, and International Monitoring and Coordination
Group.
Under its rule of engagement, the Committee will also regulate its
own procedures and develop its own work plan and have the required mandate to
receive written progress reports from all the institutions responsible for the
implementation of the Roadmap.
Earlier this month the Somali cabinet has agreed government’s
policy paper on how to proceed with the constitution process and decided 8
points including the appointment of a 15 member Committee of experts with 4 female
representatives by September 19, 201 to review the draft constitution and
re-draft and complete the constitution.
